Public libraries across Scotland are being invited to apply for funding to support innovative, creative and sustainable projects that strengthen their role as vital community assets.
The Public Library Improvement Fund (PLIF) is managed by the Scottish Library and Information Council on behalf of the Scottish Government.
PLIF projects need to have a direct link to one or more of the strategic aims of Fast Forward: Scotland’s Public Library Strategy Refresh 2026.
This year, priority will be given to projects that focus on:
- Reading development and promotion of reading for pleasure
- Diversification of collections (voices and items)
- Reducing inequalities (cost of living/digital divide)
- Libraries supporting sustainable living/reducing waste
- Expanding ESOL-linked library programmes
- Supporting reading and digital inclusion for refugees and asylum seekers
- Developing Culturally responsive collections and community partnerships
- Providing safe, trusted integrations spaces in libraries
The fund will support a range of activities, including research, impact analysis, service development, project-specific staff training, partnership working, and the creation of new resources or services.
Partnership applications with external organisations are welcome, and each library service may submit up to two applications.
There is no minimum or maximum funding amount, and projects are typically expected to run for up to 12 months.
The deadline for applications is 12pm on 22 July 2026.
