Funding to Help Create Thriving Welsh Speaking Communities (Wales)

Community groups across Wales can apply for grants of up to £5,000 to support the establishment or early development of co-operatives, social enterprises, and community-led housing projects.

Funding is provided through the Welsh Government’s Perthyn Grants scheme, which has been expanded to cover the whole of Wales, enabling more community-led projects to receive support.

The scheme aims to create economic opportunities, provide affordable housing, and strengthen Welsh-speaking communities, particularly those affected by high numbers of second homes.

Supported activity may include:

  • Capacity building (project management/co-ordination)
  • Facilitating community engagement (e.g., consultation events, housing needs assessment surveys)
  • Land searches
  • Property and land surveys
  • Architecture costs
  • Pre-purchase costs (e.g., pre-planning costs, land surveys)
  • Early-stage fees (financial advice, feasibility studies)
  • Incorporation
  • Specialist consultancy
  • Legal advice

Previous projects supported include the development of two community-owned social enterprises in the Bro Aberffraw ward on Anglesey, which aim to improve local services and strengthen the area socially, economically and culturally. Planned activity includes an electric community transport service and the redevelopment of public toilets into a community centre.

Priority will be given to geographical areas that have not previously received funding from the scheme.

Funding must be spent by the end of March 2026.

The scheme is administered by Cwmpas, with applications open until the 31st January 2026.
