Funding to Help Local Communities Develop Neighbourhood Plans (England)

Local communities in England can apply for grants and technical support to help them develop neighbourhood plans.

A neighbourhood plan is a community-driven initiative that allows residents to shape the future development of their area, including housing.

The Neighbourhood Planning Support Programme, administered by Locality on behalf of the UK government, helps town and parish councils, neighbourhood forums and prospective neighbourhood forums to cover the costs associated with preparing a neighbourhood plan or neighbourhood development order, such as:

  • housing surveys
  • venue hire
  • website development
  • specialist studies
  • costs associated with planning, public engagement and consulting

The following support is available:

  • Basic Grants of between £1,000 and £10,000 for groups writing a neighbourhood plan or neighbourhood development order
  • Additional Grants of up to £8,000 for groups facing more complex issues (giving a maximum total amount of £18,000)
  • specific packages of technical support where needed

Due to continuing high demand for neighbourhood planning support Locality expect to have fully allocated support funding by the start of February 2025. Accordingly, applications for grant and Technical Support for the 2024/2025 financial year can be submitted until 5pm on 31 January 2025. Any applications received after this time will not be considered.
